I've come across the idea before on YouTube and Reddit, so I've had a long time to think about why it bothers me so much.

Meh, I was just throwing it out there, didn't really think it through quite to your degree. This season is usually where I drop off re-watching, and don't know the episodes nearly as well as the previous seasons.

I hate that idea. It would take away free will, meaning that the whole disaster of AHBL was inevitable and not the combined result of the Source's scheming, the press's callousness, Alice's murderous scheming and Prue's recklessness. (As far as explaining the concept of it being someone's time, I believe it became her time the moment that Phoebe took the Source's deal, thus giving the Source a free shot at Prue without the help of Cole or Leo. And it was Reese's time because Prue's obsession with conquering Death meant that if Death hadn't intervened, she'd have fought Reese's killers and died at their hands - Death tells her that.) It's a plot hole, but I much prefer the explanation that the Cleaners were created by the powers that be as a response to Prue's death, and that any statements they might make that indicate they existed before that are a self-effacing lie, perhaps because there are higher authorities that would frown on using that much power to remake reality. Of course the Doylist explanation is that the writers simply thought this would be a cool concept and didn't think about how it contrasted with pivotal previous canon. If they had been concerned with emotional depth in the way Buffy writers usually were, they'd have dwelt here on how traumatising it must have been for Piper to even contemplate exposing her magic on live TV, let alone actually doing it deliberately as a confrontation tactic in the hopes it wouldn't last. For that reason, despite how entertaining it is as a standalone episode, this is one of my least favourite episodes of Season 6, and perhaps of the whole show. The plot hole is just so big, it makes the whole road practically impassable.

Okay, but to play Devil's advocate (and I'm literally typing as I think this through) there was an episode where Prue tries to battle death (Death Takes a Halliwell), and he tells her that her name is not on his list... yet. "Don't worry, it's not your time. Not just yet anyway." So, we know that you can't battle death, he isn't good or evil, he just is. And if Prue (the most powerful of all good witches) couldn't save Reese from him because it was his time, would that mean that The Cleaners couldn't intervene, because it was Prue's time?
