If you pay close attention to "Angelus", you'll notice he was actually too chill and gentle to be Angelus. He would even look at Buffy with those sad Angel eyes he often has whenever Faith couldn't see his face. Also, the mayor asked Angel to aim for his heart, but he still chose to block the knife with his hand. I haven't seen Buffy in ages, but I'm pretty sure that was significant.
