I think it's a natural spell coming from the Hellmouth: that "selective memory" thing that keeps the veil over Joyce and Willow's moms when they brush up against the supernatural, but don't hit it so hard that no logical explanation is plausible anymore. Generally speaking, I think the veil has only pierced en masse for the kids at Sunnydale High because so much consistent contact with the Slayer has strained ANY logical/credible explanation, which has made them all fully aware of what's going on. Honestly, it is probably why the Watchers' Council usually keeps Slayers more isolated from the community and insist that they never reveal their true nature to anyone; they probably understood on some level that this kind of group awareness might be the result of prolonged exposure to the Slayer's work. It also, sadly, explains why a high school newspaper with an obituary section wouldn't raise any eyebrows up until this point.

I agree with the other commenters: the class protector award scene is one of the most emotional happy scenes in the show. When I first watched it, it was the first time I cried while watching Buffy and to this day I still cry every time when I watch it.

The Value of Life

My working theory has always been that only people re-e-e-ally good at living in denial stayed in Sunnydale. Anyone else would move out once they started noticing all the weird stuff going on. So much of the show makes more sense when you watch with that assumption. To me the class protector award is one of the highlights of the show. Buffy finally getting recognition for all she's done and her classmates taking their first step out of the denialism they've been living in. In an emotional sense, it feels like the entire first three seasons were leading up to that moment.
