I started watching Buffy in mid-season four and even I knew Dawn was a retcon

One thing about Dawn, the character was supposed to be much younger but Sarah recommended Michelle Trachtenberg for the role, that's why Dawn can seem more like a preteen than a teen at time.

Fun Facts: First appearance of Giles' red BMW, replacing his Citröen which Spike wrecked in S4's A New Man (2000). Dawn's description of Willow and Tara's relationship, implies Joyce knows about its romantic/sexual nature; she was oblivious to their sexual orientation in the previous episode Buffy vs. Dracula (2000). Buffy says, "Most magic shop owners in Sunnydale have the life expectancy of a Spinal Tap drummer." The fictional band Spinal Tap is portrayed in the 1984 mockumentary film This is Spinal Tap, in which they lost drummers due to spontaneous combustion, asphyxiation, and a bizarre gardening accident. Giles admits: "I watched Passions with Spike". We also see Spike demanding to watch this while staying at Giles' apartment in S4's "Something Blue". Passions (1999-2008) was a one-hour daily soap opera, known for its far-out storylines. Riley says, "Not the invasion of Normandy, but still a plan." The Invasion of Normandy, also known as D-Day, took place on June 6, 1944. This invasion was crucial to the Allies' victory in the European portion of World War II. Buffy says that patrolling with Riley isn't like going to a sock hop, which was a term for mid-20th century teenage dance parties, where the participants would literally take their shoes off and dance in their socks. Dawn was always there.

I don't get why they do that either. In S4.E22 ∙ Restless Tera tells Buffy to "be back before Dawn," and in This Year's Girl In the opening dialogue between Faith and Buffy, Faith mentions that Buffy has to get ready for "little sis"

Dawn is such a tragic character. All the reactors forget about her existence from earlier seasons and then they try to gaslight their viewers that she didn't exist before. Michelle Trachtenberg is playing the tragic littler slayer sister perfectly though, it really gives her more gravitas compared to earlier seasons.
