This depends on your internet exchange. It makes sense for most providers to buy cheap instead of good access to Korea. Here in The Netherlands you can choose between multiple ISPs for the same connection. This allows you to choose an ISP with better internet exchange at the cost of having worse TV. A more common option is to use a VPN provider with a good backhaul to Korea. (So your ISP gets you to the VPN provider, which itself has a network to Korea.) An L2TP VLAN moves all your traffic to the VPN provider. This is far easier than switching ISP.
