Orb of Creation - Test Build v0.3.0

I'm officially releasing `Dev 0.3.0` as a Test Build to only my Patron supporters. This is my first dip into releasing a Test Build of OoC, and is something I will be aiming to do more of in the future.

This build's focus is almost entirely on balance, a rework of the Spell Book and a new spell progression system. There is little "new" content in this version beyond that. It's a precursor to `v0.4.0` which introduce new mechanics that will lightly play off the additions of this test build.
I would love love love to get any feedback on the balance of the spells, usability of the new spell book, and anything else you'd like to share!
Once `Dev 0.4.0` is ready, it'll first be released to you guys first and then to the general public a couple days later.
