You only have a Crossbow... - and one arrow.
Complete the quest - Find a Hose - connect it first to the water supply
and then attach the hose to the mouth of an enemy soldier.
Wait for the Soldier to swell up very much...
Use the crossbow... or wait a little longer and do nothing...
Just see what happens if you have a lot of time...
