I'd say there's a bit more to that than just purely him being an aberration. Normal people can see her, as long as they are being afflicted by her. The same way Hitagi could't see Hachikuji, Araragi couldn't see her crab;
Based on the oddities that appear throughout the story, we could divide them in 2 groups: Monsters and Ailments;
For the Monsters, we'd have the usual vampires, devils, phoenixes, werewolves, zombies, etc... and those can be seen by anyone at anytime just like in the folklore and aren't haunting somebody specifically;
Now, Ailments are the aberrations that are targeting someone in special because conditions were met, like Hitagi's Crab that was a god granting her wish of taking the weight of her feelings off her shoulders. Hachikuji is one of those "ailments" types, she is the lost cow that will haunt people who lost their way or don't want to find their way and is only seen by them.
Araragi is as far from being a vampire as he could be, so unless he powered up by giving blood to Shinobu, I don't think he's got the indiscriminate ability to see any and all aberrations like a pure odditiy like Ononoki would.
But then we have our general rule: "People that meet an aberration are prone to attract more of them", it doesn't really mean that they will happen more around you, but that you will start to take more notice of them. So Araragi being a pseudo-aberration himself _combined_ with the fact that he already knows how Hachikuji is and has already perceived her culminate in the result of him being able to see her at anytime.
If you think in electronics terms: it's not an "OR gate", but an "AND gate". Both conditions need to be met. If he was just a human that knew the lost cow was a thing, he wouldn't be able to see her after being freed from her, and if he was just a pseudo-aberration and didn't know about her existence, he wouldn't be able to see her either (again, as he couldn't see the crab). It's both of those things together that make it possible: Him being an aberration that knows Hachikuji exists.

Remember how Senjogahara couldn't see Mayoi? normal people can't see her only people that are related to Aberrations like Hanekawa, that's how Ononoki knew Araragi was still a vampire.

And the creepy lady that knows all makes her comeback!
But before we get her input on the whole thing, let's talk about this episode, more specifically about their vampiric powers:
-Their pairing was severed. So in other words they are back to how they were before the ending of Bake, when she started living in his shadow. Their powers get stronger the closer they are to each other, that's why his immortality is weaker now, just like he told Black Hanekawa when she was helping him search for a runaway Shinobu that without him around, she wouldn't be able to use most of her vapiric abilities.
And since I mentioned Black Hanekawa, this situation ties back to Neko Shiro, the first arc of this season, when the cat met Shinobu in Araragi's room and learned about their broken link.
