I find it very interesting how Kaiki tends to include traffic accidents into his narratives. Back in Nise he told Hitagi the head of the cult that targeted her mother "died in a traffic accident unrelated to her", now he's planning to tell Nadeko that Gahara and Araragi died in one as well...
But about the point of turning Shinobu into a god: that's why Araragi had the talisman in his room back in Nadeko Medusa. Back then they told us Gaen was the one who gave him the talisman. She wanted him to use it on Shinobu.
The village from 400 years ago wasn't destroyed because she became a god, it was destroyed because she _pretended_ to be a god. It's common for oddities to change their natures, but pretending to do so is no good. If she had accepted her position as a god, nothing bad would have happened, the problem was that she still saw herself as a vampire. You can just think about the Sawarineko, the aberration morphed from it's original purpose and became Black Hanekawa and there was no trouble with that.
The town needs a god to fill the "air pocket" in the shrine and Gaen probably thinks that someone that has experienced that position before would be the best bet to replay the role, but for real this time.
