You know, I've never considered the idea that city was given to Alderode intentionally. This makes enough sense to me, but also makes Maha so much more... villainous? To sacrifice Roger, who is willing, is one thing, but those mounds of burning corpses we've seen are her own citizens who I am sure were not asked to play that role. Makes me wonder what might be the 'ends' to justify those 'means'.
