0.3 Teaser - announcement board

Here's a small teaser from the upcoming release.
We used to have a lot of fun playing Warcraft and going to the quest-giving announcement boards. So we wanted to put our own version of it in WaL. This one won't be giving any quests, though, at least for now.
We removed one of the announcements pinned to the board's top-right part because it was a bit of a spoiler. Hint: it will only appear if you have finished the 0.2 content.
