That's the problem that Dustin is addressing, that all of these programs are not particularly interested in lowering drug use, which in turn increases drug use

2024-05-27 18:03:20 +0000 UTCI never thought needle exchange was to help decrease drug use. I only knew of it in the context of not spreading HIV. The HIV org I worked for did needle exchange to prevent the spread of HIV, not to curb drug use.
