It happened either before, or while she was talking to Natsu on the street. Throw it all away was referring to her clothing π₯² Rogue is also made to look very uncomfortable during it the ordeal as well.

Originally it was a much longer scene and when they kicked her out they made her strip naked in front of everyone. Been awhile since I watched this so I don't know when this censorship happened. Could also be they do another flashback later showing more of that scene I dunno.
