She could be Madame Hydra or Abigail Brand the original director of S.W.O.R.D. since Hayward was arrested at the end of Wandavision and Monica is off world they would needed someone to fill the role. Granted her hair isn’t green but, that could happen over time because her demeanor and attire fits Abigail . Or she could be the Shadow Broker because Sharon being it is just too obvious for me personally. Sharon’s probably just a high ranking agent working for the SB but, I could be wrong and what you see is what you get.
