They were there to be a deterrent just like the US and the Soviets had their nuclear ballistic missile submarines positioned always in striking distance of each other during the Cold War. Even though they are in a shooting war in the outer-system both planets are unharmed at this point. If Mars used them to attack Earth the UN would retaliate and it would escalate the conflict to a level that could claim the life of billions. So far they've managed to avoid that. When Earth attacked the satellites they instantly went into counter-strike mode. Mars is too far away to give the command due to the time-lag so when the satellite system detected the attack and correctly identified the source as Earth it started launching on the planet following its programming. The attack on the satellites prompted the counter-attack by the system. If they managed to strike them all at the same time they would've probably get away with it. Either way, its their own fault.
