He and Donna both work in the Parks department with Leslie, Ron, April, and Tom, but they are minor, almost background characters in the first season. You will see them sitting in Parks Department meetings or in the office in various episodes. It's kind of like how Kelly, Creed, or Meredith are treated in season 1 of The Office - they're around in the office but you don't really get to know them until later on once they have really fleshed out the main characters. The thing that you might remember Jerry from the most in season one is a cold open where he is leading a youth nature hike and Leslie accompanies them and eats a plant that she shouldn't and her tongue swells up.
