Imo, I say Garou is more of an anti villain. He's doing horrible things but for a noble cause. Yeah he beats up heroes, but he never attacks civilians. He may be arrogant and cringe, but he has a soft spot for kids and the underdogs. This is why hes my favorite OPM character. So much depth and complexity to him.
