It's been quite a long time since these two released and since then they've gotten entirely new sprites, of course, which I personally think are fantastic. Unfortunately they aren't yet included in the most recent Moemon v1.5 build of Fire Red - I know this because a couple weeks ago I went out of my way to catch a Wingull and train it up just to evolve it and see the old sprite. I guess we have to wait until 2.0 :(
Anyways, there's not much to say about these two. Sub accessories turn off the hats, satchel, and I think the letter - also, Wingull actually holds the letter in her hand except in her secondary outfit slot, where she holds the letter in her mouth, like the above screenshot. And for Pelipper, I did a little bit of cheating with the hat colors, in that it's actually just two layers of hat on top of each other. Basically, I couldn't get the colors accurately lined up in the textures so I cheated.
