I'm using the new Kuwahara node which is only available in Blender 4.0, and a few other nodes to make the render look like it's painted.

A new filter has been added to Blender 4.0 called Kuwahara, which makes your render look painterely. You can add it in the compositing tab, it makes some pretty cool effects.
