The game has a limitation of 4gb on mod file sizes due to 32-bit file loading / handling code.  I have made the devs aware of this fact recently.

Work-around for being unable to load

Well evidently the game has an issue with the 4.12gb file.

Please unpack the mod via the menu, or extract it your beamng drive user folder (you can open the zip, and drop the LEVELS folder right into the beamng.drive user folder).
