Regarding the ratio of evil vs neutral demons in Buffy vs Angel, the rationale I usually think is that Sunnydale is a small town - which would normally have very few demons. If not for the hellmouth. The demons that are there are attracted by the hellmouth, making it logical for most to be evil. L.A., however, is simply a really large and diverse city, so it's natural for there to be more diversity.
