Oh you're absolutely right about the Observer, I did not think of that!

To create a baseline for assumptions, the observer can't go back in time to fix their own mistakes (I.e. he can't go back to stop himself from interrupting Walternate when he finds the cure), so Walter (regardless) he will still go to the other universe to help Peter (but, since Peter was meant to live but not in our universe) the observer can't stop Walter from crossing over (since he already did it and it's the only reason that future Walter in 2026 creates the machine). So the best way to make sure the machine exists and that Walter creates it in the future is to let Walter make the whole in the universe while trying to save Peter then not help him when they fall in the lake afterwards. Also, keep in mind that since Peter died in our universe, he cannot be allowed to exist here and therefore if he dies immediately after crossing over he has no impact on our world through his decisions (like in episode Firefly with Christopher Walken - remember the story about how he lost his son because Peter caught that firefly)
