I'm sure there's some expanded universe canon origin for the Emperor, but i like to imagine his backstory as a variation on Nancy Downs, from The Craft. Kid discovers he's really different, is drawn to dark shit, seeks out whatever the Naboo equivalent of Crowley's O.T.O. is, and quickly rises through the ranks.
At some point he goes full megalomaniacal, pushes too far, and has to come to the crushing realization that while very powerful, he's not a god.
