GUESS THE COSPLAY!?

Today I bought this dress (I'm going to turn it into a jacket, and make a red skirt to match, add some buttons in black instead) and 3 of these wigs to weft together to make a giant... orange afro? I already have the shoes, but they are there to help you visualize. Hint: she is from a cartoon!
Can anyone guess who she is? :P
I'll let you know tomorrow, along with some of my other more immediate cosplans now that I've finished Knuckles.
