The reason the Divinity only sent a few squads at a time, was to set up this moment. First she does not want to expend resources on unconfirmed actions. Custodian Grace being captured could simply be a skilled warrior escaping with a hostage. Sending one squad is entirely appropriate. Once Whisper confirmed this person was a very capable mage of absurd power, the Divinity went about interrogating the Queen. Which gave her enough evidence to begin preparing the world seed to add to the teleportation nexus. Insight was there to ensure the Prisoner and the Warden were too distracted to notice an army would arrive on their doorstep.

And the person to lead the vanguard would be Aegis, her precious bodyguard and the only male Custodian among her entourage. For those of you who have read his lore data sheet - you'll understand why I have him appearing in pure black and white.
