With the added pages, we've shown not told how the Queen is forced to humiliate herself, included more of Aegis earlier into the comic, and hinted how the Queen established her understanding of the Prisoner's mind reading abilities. Great changes all around and a few more pages to come.
The Divinity is using the royal 'we,' in her speech in order to represent the Divinity, Elves, and the nation as a whole. Here she is using it to reinforce what she really is to the half-elves. She is a walking avatar of their gods, promising their religion's superiority over their human counterparts. Sex is their sacrament and a power play. This scene is a prayer.

It does look extreme doesn't it. It's hard to get that balance of 'looking badass' and 'reasonable posing' correct. I think going over rather than under is better, but that can be the wrong choice at times.
