I ended up spending more time on this page than usual. I was almost done, but decided to improve it before sending it out.
The Prisoner is speaking in a way he thinks the Owl would understand. So he speaks in metaphors and simile like he came out of a fable. Warden would've called him out on it, but she's not here and he is trying to awe his guests.
This is a power boost that would be incredibly powerful. Supreme control of creating mana force objects in the air. This is incredibly rare. Most mages have trouble controlling and shaping mana on it's own. Making it dense as barrier while its flexible and moving!? Unheard of for a barrier mage.
Of course this magic has limitations. Warden-verse, for the lack of a better name, ascribes to the notion that mana and mana control dissipate at a distance and at speed. This forces of mana pushes against an opposing mage or empowered personal control over the surrounding mana. A tendril moving too far and quickly will break against a powerful mage's aura. Opposing mages would be able to overpower another mage, causing magic to be weaker within the radius. Spells are designed to rely on, bolster, or penetrate this aura.
It is a mark of power to completely overwhelm Owl Ros-mei. At close range, her mana capacity and strength doesn't match up to the Prisoner's. The top density and speed of the Prisoner's tendrils are currently unknown but it follows the same rules. So no force chokes on a mage across the universe but it is possible on those nearby. Still it is incredibly powerful when you think of the utilitarian aspects... it appears more like a tool.
