The reason has to mental degradation involving heavy mind magic. The closer and subtler the mind magic the less damage occurs. Of course, delicate changes are much harder to do and brute force changes are much easier to behold.
We can see an example in Grace, the very first hound the Prisoner tamed. He forcibly installed a sense of empathy to a sadistic sociopath and broke her. She can barely hold sentences together from the aftermath.
In the world of Warden, damage of this kind is near permanent. The Prisoner knows how to heal the damage, but that would be a waste of time and energy. Words and mind games creates the doubt and insecurities needed for mind magic to find purchase. As the Prisoner said to Whisper, 'This is about what you believe in. This is about conviction.'
