It wasn't that they believed they would lose, it was that their planning held contingencies. This is to subtly point out that the elves have teams of strategists within each army.
Much of the Prisoner's abilities were unknown. The historical records would be incomplete or truly hidden away. They did their best with the knowledge they had while trying to slow down the Prisoner's escape. They sent their aerial elite squadron into an underground cavern to do combat with a Divinity. Foolish. But... some sacrifices must be made.
