I've actually tried to build these two, and yeah Light Cleric (or Divine Sorcerer) covers pretty much everything Mars (who literally has wisdom and charisma) can do since few of the girls have iconic physical weapon skills (you could argue Dual Wielding but thats an enormous lore reach). Meanwhile, Venus could cover bits of Warlock, Paladin, and even Bard depending what you wanted to emphasize, with the bonus its all charismatic.

I love all the Sailor Scouts equally and you can't make me pick a favorite. But I guess I can pick who I think would make a more interesting D&D build. Rei is a pyromancer with precognitive and purification abilities tied to her roll as a shrine maiden. Also she's good at archery, though that might not be relevant since as far as I remember the only bow and arrows she uses to fight actual villains are made of magical fire. Meanwhile Minako fights with a chain, a sword, light based projectiles, and one particularly iconic unarmed strike. I guess Venus is the more unique skill set as far as D&D is concerned so that's where my vote goes, but with a build that needs magic weapons and an unarmed strike I can practically hear the salt pouring already from people who complain about Tulok using Monk.

I'm voting for Venus, mainly because I get the feeling that Mars would just be another Axel. Personally, I would have voted for either Jupiter (my favorite) or Mercury (my second favorite).
