They know the on a instinctual level, so they are drawn to it. The Eldar Empire had to take it away from the Orks to make them devolve into something they could easily manage, and during their height several of their robotic armies were used to prevent the Orks from retaking it. With the Fall, the infrastructure needed to keep these armies working was destroyed and the Orks took over and ruled it until the Ullanor Crusade. Why the Old Ones would do it? Maybe they realized they wouldn't be able to finish developing the Krorks, created a switch to scale them down and told the Eldar how to do it. Maybe they wanted to make Ullanor a deathtrap: the C'Tan would need to attack it or the enemy armies would keep getting stronger, and once they took it they would need to use large forces to prevent it being retaking. Something to keep the Necrons occupied while the Old Ones made more races and weapons. Maybe there is something hidden in it. Why else the Emperor chose to go back to Terra after taking Ullanor?
