It’s different when the bad guy can turn into a dragon and lay waste to a city. It’s realpolitik and power balance then. You can drop the book and make an example of a weaker player and they do but if you’re strong enough the laws simply don’t apply the same because you don’t have the ability to enforce them. Yeah, WOG claims that the average person didn't really think of parahumans and wasn't affected until Bakuda started her reign of terror, but that's kind of ridiculous. There are gangs controlling two-thirds of the city, the Empire has been committing hate crimes for decades, and Emma was nearly kidnapped and trafficked. And make no mistake, despite WOG, the PRT is incompetent. Bakuda had a spy that just asked Lung how he got arrested. Madcap broke open a dozen Birdcage transports. They never realised that Max Anders was Kaiser until Coil told them. They freaking sent children to handle a hostage situation. They literally have like twenty people to handle cape crime, and most of them are children. And the PRT is ridiculously reluctant to use deadly force, even when people's lives are at stake. In real life, if law enforcement sees asomeone going on a rampage, they would kill them to stop them. There are some hints that villains are tolerated due to the threat of Endbringers, because some villains participating can make the difference in driving them back, and that's millions of lives saved. Same for funding stuff like the giant shields on the Rig instead of more troopers. The math adds up, but leads to a slow decay.

They live in such a dog shit universe with equally shit methods to meter out justice. Yes, Cauldron plot makes the world like this and shards retard people into never growing past their trauma, but you'd expect for someone, anyone to be brave enough to try to clean house. I hope that Tanya becomes wise to this too at some point. But given her clear desire for structure and an easy life its probably going to take something massive for her perception to be up heaved. Probably going to be with sibling past life reveal. Since that's going to be rather significant. But I don't expect to see that until UBW is fixed. And probably sometime after the End Bringer fight, when the Bay is destroyed
