I don't think Google has your device IDs. That is a system level enforcement. It probably means something else. Not sure what context you found this in.

I have GrapheneOS, and in a separate profile I installed Google services and created a fake account with fake data. When I got into the GAccnt settings I found that Google had identified my Device(it said my device pixel device model), that means that they got my device identifiers?

An app on a secure up to date phone is probably safer for most people but a website is great workaround if you are careful and do not get phished

In India at least, banking can just be done off the browser. I've never had the need to install a dedicated banking app ever since I started using GrapheneOS, 3 years ago. Most of these apps otherwise just won't work without play services.
