Even if he technically has the right to turn her away, that could cause problems and make it harder for him to negotiate with the Fae in the future. Kind of like how we know other countries are bringing over spies with the official cover of "diplomat", but it's considered extremely rude to kick them out unless you actually catch them breaking the law.
