Kidnapping/trafficking to experiment is how Orochimaru develops new Jutsu and the cursemarks. The guys whowere told to fight for survival were likely there to be used in some capacity. This is not as memorable in the show because the image from the manga was censored almost entirely, but it is explained. When the third Hokage cornered Orochimaru (the time he let him escape), it was because people of all ages were going missing in the land of fire. In the manga he's caught red handed in dungeon/lab with people chained to the well and dead ones on the floor. Between that and grooming street kids to become their soldiers, Orochimaru's whole operation is vile.
