Boring Taxes and Revamping Patreon

One -- We're getting more patrons now that we have stuff that's open and ready to support, like Save Our Ship. (Fallout: New California had issues we want to stay away from and Morningstar needs more time to mature.) So now is the time to really make this page more accessible, welcoming, and fleshed out.
Two -- Sales Tax Law in the US and elsewhere has changed, and Patreon is going to begin charging Sales Tax on any physical items or exclusive access items on tired rewards. VAT Taxes were already true for Europe, now it's true for other areas.

This week, I'm going to be making art for our Tiers and revamping how they operate. It'l still be a system where I keep track of aggregate earnings over time and reward based on those numbers, and still unlock things at certain tiers up front.
Patreons will still get first rights to test Morningstar for free when it's ready for public builds. And it'll still be possible to just pay shipping and get STAVE decks (and the new GUNNAR) when they're ready, so long as their price was met over time.
But I'm gonna clean it up a bit and make the page nicer to look at and clarify the tiers.
