That's the way I interpreted it because when he grabs Franks hand when he says that, Frank looks shocked and then when he says to Frank you have one, Franks like "damn right I do, I'm not a homo" lol. I think that's what's implied is going on in Franks brain. Theres a lot of double entendres and suggestive innuendo in this show but it's not explicit enough to make it obvious and with Franks child like mind he always thinks the worst lol

You can see Fulton Mackay almost corpse because he can't stop smiling at Michael Crawford for a few seconds until he recovers and goes back to his glaring stare lol.

I think it's just a funny name rather than suggesting homosexuality though, it could easily have been Wally for example. I don't think we even had homosexuals when this was made. Certainly not in the armed forces!
