This is the Temple to Cybele found in the vast underground networks of Direpeak where the city runs its self-sustained utopia.
Cybele is part of the Direpeak founding myth, which legitimises the Direpeak hierarchy. The myth states that it was Cybele who gifted the first heads of the Direpeakian families the ability of lycanthropy.
It is widely argued whether this was a curse or a blessing but regardless, it is the dream of every Direpeak citizen to transcend like the founders before them. However, there has never been any evidence for this blessing or curse to have occured on the Direpeak people.
Worshippers of Cybele are now considered a Direpeakian cult. Long ago, she was worshipped throughout all of Westan (Western Heran) but now she is only worshipped in secret, her following being deemed heretical.
These worshippers of Cybele mainly consist of lower caste clansmen from the 14 Laird clans.
Bonus fact: If anyone's been keeping track with Direpeak lore; these 14 Laird clans are the ones who own the 14 keeps that make up the grand fortress city state that is Direpeak. One of these 14 keeps being Three Ladies Hold!
