The reason the bathroom shows as occupied even though the plane has just taken off is that the cabin crew lock the door and only unlock it once the plane is in the air. There's normally a small flap on the outside of the door that you lift up to lock/unlock the bathroom door. This is how they unlock the door when the smoke detector goes off so that they can start shouting at the smoker inside the bathroom.

There are a lot of small cities across the American west that have regular airline service because of those cheap Embraers. And because those states are disproportionately powerful in the Senate, they have the political influence to make exceptions.
