The return of autoclose

By my recollection, it's been over a year since we last had the autoclose feature enabled on the bot. It was initially disabled after it ended up flooding Discord with requests, disabling the bot for an hour. I put in some fixes, like excluding guilds where closing tickets failed and queueing requests with a heavier delay, but I decided against re-enabling autoclose after hearing about the upcoming release of threads, and their auto-archive ability. It was my plan that the bot would completely switch over to threads from channels upon launch.

However, Discord have recently decided that private threads should be paywalled (boost-walled?), with additional features unlocking at higher boost tiers, it is clear that switching to threads is a no-go for the bot, which is highly disappointing.

So, since we're sticking with regular channels, I've overhauled the autoclose code and should be re-enabling it for patrons only ($2 premium tier or higher) later this week. It will remain a premium feature for the foreseeable future, to avoid a situation like the previous, and also to give the $2 tier some additional purpose.
