It's just Morgans (the bird that was with Stussy) hyping Luffy up in his newspaper, he doesn't have actual say in who's an emperor or not. Luffy isnt an emperor yet, as it was more of a mistranslation. Regardless Morgans is great at hyping people up though. I'm sure you already knew this but they padded Reverie Arc with flashbacks making 6 chapters into 12 episodes to put more of a distance between manga and anime. They realized that too many people in Japan are skipping filler episodes which make them lose money, so they make "half filler" episodes to force people to watch it when it air in Japan.
