I was in the service in the early 90s- in the early Bosnian war the intel community was fast tracking young (like myself) MI dorks into the 'Turbo Serbo' program. Everybody wanted to get over to a NATO adjacent unit for the parties- which at every post in Europe at the time were Legendary. Honestly, the late 80's early 90's were a total cryptofascist/criminal network shitshow in the military- more so in the special forces community.
