I relistened to the episode last night, and had a think about the specially bred idiot seers this morning. It occured to me that unless you're dealing with an already inbred population, incest is a very unreliable way of guaranteeing medically handicapped children, as opposed to simply having a relatively high chance of there being some kind of health problem. So probably these kids are abused and neglected in some other way. Possibly by being drugged from an early age. But I haven't seen the film and I don't know if you see these people on screen. For all I know, they're actually relatively normal and they're just made to do some doodles with crayons every once in a while.
