Man, so, I try really hard not to waste time on explanatory/planning stuff like this when I write. It drives me crazy when I read comics that spend 8 pages just talking through every detail of a strategy or plan - look, I'm here to find out what happens next in the story, not sit through a lecture on battle tactics. Besides, what's more effective: spending 4 pages explaining the maneuver or one panel that names the maneuver combined with the rest of the page(s) that SHOW the maneuver? 

Wow, sorry - I didn't expect that to turn into such a rant about storytelling.

I guess it depends on what the artist / writer is trying to portray? 1) Explaining and possibly showing a dream like sequence of how the plan is going to come together could show how brilliant the mastermind is. i.e. Sherlock Holmes. 2) Explaining the strategy in great detail and then once the plan actually happens and having things go horribly wrong and nothing like how the strategy was supposed to work either showing superior luck (if things still work out for the best) or how even the best laid plans can fall apart (if things go bad). But maybe they don't think they can draw the scene so they explain it, or their story is too short and need filler.
