In DragonBall Volume 2 "Ask Me Anything Corner" he mentions them and says he has them draw backgrounds. Once a mangaka becomes serialized the publisher gives them someone to help out with the monotonous parts like backgrounds and screentones. Oda once said he doesn't allow his assistants to draw anything that moves which is insane. Most mangakas don't have the luxury to be that controlling on a weekly deadline. Highly recommend reading bakuman for some insight on how manga works. It's a must read for anyone interested in the manga industry.
