Final cell of the halloween quest now ready for testing

Fixes and features:
- The final part (04) of the halloween quest is now available for testing.
- Fixed a major bug with DB3. This may make monster DBs in some older quests impossible to edit, but playing should be unaffected. The level DB will now allocate more faces of the DB prim, requiring a baseline of 7 now. This means you can now store 2111x3 bytes of monster/asset spawn data, up from 3k flat.
- Fixed a table duplication error in DB3
- Fixed the monster double spawn and level recursion bug, hopefully permanently!
- Friendly and invulnerable NPCs should no longer be included in the punishment pool when a player goes down.
- NPCs should no longer try to cast spells on defeated targets.
- Updated the dev HUD to be compliant with the monster DB changes.
- Updated the manifest system to have a separate beta manifest while developing mods.
Report issues you find here, so I can fix them before the live release.

We need to have a chat sometime about the white mob issue. Toonie tried to explain it to me once, sounded like it was a viewer issue.
