Which Should I Watch First?

The Specials make a lot of references to previous Episodes. For example, the Streaming wars require knowledge of all the "manbearpig" episodes. I don't think you should prioritise either until you have gone throuh all the relevant episodes required to understand the specials.

Also, you should maybe watch the episode Tegridy Farms (22×4), and Where Has My Country Gone (19×2), before those to see a bit of the backstory of a few of the charachters as they've developed in the later seasons.
