Just another fellow student, but I think the answer is just that the F major diatonic scale contains all of the chord tones of the II IV I in D minor except for the Am7 which needs to be replaced with the dominant 7, which is A7. This is the dominant 5 in the II V I in Dm.

Hi Jack, thanks! Just for my understanding: is there a reason, that you talk about a ‚modified F major scale‘ over the A7 instead of just ‚D harmonic minor‘? Ist it because you want to keep a major flavor over the A7?
