Freya is more of an impulsive character, a symbol of sex and warfare, while Frigg is wise and shrewd and symbolizes motherly/wifely devotion. And yet, there's some etymological confusion that suggests they were once the same person. Possibly because the proto-Scandinavians left the PIE homeland emphasizing the motherly traits of PIE goddess 1, while proto-Germans left the PIE homeland emphasizing the sexy traits of PIE goddess 1. Later, the descendants of proto-Scandinavians and proto-Germans meet and trade deities, and by then, they've basically got two goddesses instead of the original one.
