I always took the Billy Budd connection as Carmella acting out against a taboo quasi-romance, because she was denied her version of that. In a sense, she's exhibiting some of the qualities of the lead character from the novel, so I agree with your reading of the scene. I haven't read the book myself, but there's a great film adaptation called Beau Travail. Apparently it's quite a loose adaptation, but I think it's one of the best films of the 90s, so I'd recommend giving it a watch.
